From what I've seen, it's used for trades, for sales, and for PIFF-related gifts. If someone gives you a game, cash, goods, or air in exchange for something you provide, you're free to give him a +1. The only regulation that seems to show itself from time to time is that +1 goes per transaction rather than per item.

Pretty much, yes. Think of it this way - if you make arrangements with a forum goer here for some sort of deal, and they follow through on that commitment, it warrants a +1. That commitment may be a trade, a promise to send a freebie, a paid sale, whatever.
