Debris is 'visible' from five spaces away on any straightaway, barring turn borders. Any movements initiated outside of that range will have the full movement available.
Ex 1. On a straightaway, there is a piece of debris in the right lane on space 10 . A car starting on space 4 or before in any lane would be unable to 'see' the piece and would be allowed to make a move into the debris lane, then perform an evasive move to avoid it. If a car were starting on space 8 in the center or left lane, if they entered the right lane prior to space 10, this would be treated as a deliberate move and be required to drive over the debris space.
Ex 2. On a straightaway, there is a piece of debris in the right lane in space 3. There are no restrictions in exiting the turn, as the arrows take precedence. If the driver exits the turn in the right lane, he can take an evasive move to avoid it. If a driver exits the turn in the left or center lanes and enters the right lane prior to space 3, this would be treated as a deliberate move and be required to drive over the debris space.
I went off of the stats on the race page link you posted above, and just manipulated the existing points. I think for maneuvering that debris should, for the most part, be treated like a car. I.e. as part of a move on a straightaway you can't maneuver into a position that forces you to then take evasive maneuvers.
