I thought it was a "sorry I tazed you, bro" for the guy who pleaded "don't taze me, bro".

In any case, without any details it was just another non-sequitur from Rip. Sure the rest of the internet was "blowing up" about it, but that doesn't mean it needs no explanation. My internet didn't "blow up" about it so I had no clue.

Even handed in that they put a few digs in at Hillary too. More digs at Trump, but deservedly so for the showing he made in the 1st debate.
