It's amazing that it's in play that Trump could wind up strengthening several of Obama's key policies and initiatives that he railed against. If this DACA framework deal goes through, he'll have taken a reversible executive policy (*hated* by his base) and transformed it into essentially permanent statutory law.
And on the ACA - unless an unlikely (though not impossible) reversal happens on repeal, just surviving uniform Republican rule makes it more likely to endure in something like its current form. Plus there are some bipartisan fixes to the law that may wind up passing (possibly including something requiring Trump to make the insurer payments that he is trying to destabilize the market with).

With Kelly on board, Trump seems to maybe have picked up on that problem with the GOP, at least evidenced by his current strategy of bypassing McConnel/Ryan/the Freedom Caucus and their inability to get anything done in favor of Schumer and Pelosi and their ability to deliver something.
