Congress has already appropriated funding for states so that these professionals can be fully compensated.
“Establish vaccination sites throughout the state, perhaps in every school. Make sure that a medical professional is in each school building to be able to respond to a reaction that might occur.
“Schedule vaccinations according to a person’s priority category and birthdate: e.g., people in group A with a January first birthday would be assigned a specific day to receive their vaccination.

I think the answer might ultimately be the military (in terms of logistics). I honestly haven't seen (locally) freezers being named as a reason for slow vaccination delivery. And remember Moderna's vaccine is just -20 C, which I guess is what a freezer can be kept at. It's what I was injected with, and what the hopsital I work for has, so schools could just use that one, and Pfizer's can be given to hospitals and places with those types of cooling.

Not just numbers, but the reason/parameters for offering the test. I suspect your state is doing what NJ and NY were doing early on last year - testing people they knew had COVID-19 based on medical evaluation and patient interviews. Basically using the test as a confirmation of suspected diagnosis. Now that testing is widely available in our state, the % are much lower (though still concerning) - I think we're hovering around 10-12% now.Isn't it really how many they tested? Buy yeah, not quite that much.

So my wife ran into my son's dental hygienist the other day who told her that she tested positive for Covid on Christmas Day. 3 days after cleaning my son's teeth.
What really angered me is that the dentist office never notified us, so we certainly weren't quarantining.
It's almost been 2 weeks so hopefully we're in the clear, but it just goes to show that you never know where the bastard is going to try to take you out.

It's why this is never going to end. There's an entire population of people that is going to do everything and anything they can to undermine any effort to make things better. We're desperately trying to empty the sinking boat and they're bringing buckets of water back in. Speaking of which:
