This was a commonly heard argument regarding the value of keeping statues of confederate soldiers (many of which were erected during the Jim Crow era, well after the war had been lost): these statues were said to represent the history of the south and calls to remove them were effectively denying that history. How could people possibly remember their own history without these constant reminders framed heroically in marble and bronze?
The COVID-19 statue is just pointing out the absurdity of that argument. Rather needlessly, imo.

He is saying that he doesn't have to answer for what some people in the Democratic Party may feel about defunding the police, if nobody is ever made to answer for the idea that there are people in the Republican Party that support the blood drinking conspiracy. i.e., You want a sound-bite about defunding the police?? well you will get a sound-bite about the stupidity of QAnon with it...
