That would be a good start, I agree. I will also admit complete ignorance when it comes to sanctions that severe, but would that not basically openly declare war on Russia? Also, what is the legal availability to do these actions if they are not directly connected to the government? That sounds to me like it would be akin to Russian cutting off any money that Gates or Bezos or Musk might have in Russian territories.
