At last it can be revealed: The reason GRRM hasn't finished The Winds of Winter is because he has been commissioned to finish The Kingkiller Chronicles. Rothfuss doesn't know how to kill a king, and GRRM knows little else.

I finally came to accept that around 2011, when the last book came out. Rather than wrapping up, he's on an increasing curve:

Book 2: 2 years
Book 3: 2 years
Book 4: 5 years
Book 5: 6 years
Book 6: 11+ years (GRRM age 74+)
Book 7: 15 years (GRRM age 88+)
Book 8: 20 years (GRRM age 108+)

At this point I wouldn't bet that Brandon Sanderson will be around to write the final book.

The plan was for the series to be 3 books. It's possible it'll 'end' in 7 (well, it's guaranteed it will at this point), but I can't imagine GRRM getting everything in just two more books.

Fun fact: I recently learned of a medieval French king who is said to have died from eating too many lampreys.

Apparently they are delicious as hell. I feel sure GRRM knew this factoid and ran with it.

Yes! And that area is in salt water which is why it took so long to figure out. Scientists knew they had never seen river eels having sex and had no idea where they came from - turns out from salt water. And those look nothing like the eels in rivers. Mother Nature can be really weird.
