I see no real difference in the animation quality of this and the Batman or Justice League animated series, to be honest. Looks fine to me.
Part of it is the choppiness, where it looks like they only draw every third frame. Another part is that while the two you mentioned are heavily stylized for effect (they were based off the
Max Fleischer Superman and Tim Burton's Batman), their style never replaced every other form of animation on the planet. The psuedo-anime style has been taken up by seemingly
everything. I gave up on getting excited about animated shows. Hey, they're doing an animated Witcher/Dragon Age/whatever! Yay! Then the trailer comes out and it looks just like this. Even the well-written shows (Dragon Prince, Vox Machina) use variants of this style.
Is it any wonder that something like Arcane blew people away with it's animation style? Now, I'm not saying that every shows should look like Arcane (it was expensive and time consuming), just that there is more than one way to draw a cat, and this particular cat style is getting really, really old.
What doesn't kill me makes me stranger.
