Trump never references Hannibal Lector as a threat, which he would do if the riff were about fear-mongering immigrants. Instead, he always says something like "the late great Hannibal Lector, who had a friend over for dinner." He treats it as a funny joke and expects a laugh.
And that's it. He thinks he came up with this funny joke ("a friend over for dinner") himself, and he's going to repeat it every time he has an audience. This is a pattern common in people whose brains have turned to mush.

I was in Gatlingburg TN recently and there were 3 different "Trump" stores that I came across, all with slightly different names. I'm pretty sure even during WWII they were aware that some of the names they used for the Japanese were offensive. They were the enemy at the time, so I'm also sure that was intentional.

My parents (just shy of 80) still use "colored" (rarely) in random conversations. Not in a hateful way, but (like you mention) I think because they're "stuck" in what they heard growing up. They are also very fixated on identifying non-white in discussions or conversations when they relate how they met with a "Black nurse" or the new "Indian doctor". I'm not excusing it, I'm just relating.
The change in labels (to me) is no different from my (our?) generation that was told "queer" was unacceptable but has now been fully reclaimed by the LGBTQ+ community. It still sounds wrong to me to say/hear it, but times have changed (for the better, obviously).
Regardless, I have no doubt he slipped and said "colored" because that is what he's used to hearing/saying when he's not a TV personality. I obviously can't speak to whether or not hate is in his heart, but he doesn't have a problem taking a check from Fox News, so...

I think that is culture signaling. When I first started to notice a pattern of mispronunciation, and by whom, I thought (justifiably IMO) that they were just showing their inner assholes. But I really think it's a groupthink thing now, where it confirms you belong to the "team".
