Or have the entire government choose not to.

I mean…I don’t work for OPM, and I don’t take orders from OPM. If the people I work for would like to instruct me to respond, they can tell me.
And in banks across the world
Christians, Moslems, Hindus, Jews
And every other race, creed, colour, tint or hue
Get down on their knees and pray
The raccoon and the groundhog neatly
Make up bags of change
But the monkey in the corner
Well he's slowly drifting out of range

Yeah, that's my view as well. So far I've received two separate e-mails from higher ups saying that they'll provide guidance. I'm sort of curious about the plausible scenario where management says to respond and the union says not to respond.

This. I don't have skin in this particular turn of the game, but mass refusals and mass resistance seem like the only way to go.

It's going to take huge numbers of people to stop what's coming.

The fact that this email was sent on a Saturday and a) I've heard from multiple people about it and b) so many emails have been sent from fed supervisors to their employees about it is wild.

Seeing online that judges have allegedly received these emails? Feels like someone isn't sorting the database they stole correctly. :)

It's still amateur hour. Doesn't mean they're are harmless but they are carrying on the tradition of sloppy, unprofessional, abject amateurism.
