Yep, I'm looking for the best quality one that's free. For example I might have an avi of a tv show I would like to put on a DVD for friends... Ideas oh great OO analysis engine?
It would be grand if it could do a variety of video codecs/formats from xvid to more generic avi files. And it would also rule if it could VCD, SVCD and DVD output. I have all the burning software so that's not really needed. Barring any free options, are there some good low-cost solutions?

I'd check over at http://www.videohelp.com and you should find all the answers you need.
That said, I use Nero and it does all the things you need/want. It also has a free trial which basicaly gives you the entire program for a couple weeks. Should be enough time for you to get this one project done.

Thanks for the links and ideas all. I am currently trying TMPGEnc, anyone have opinions on that one?
The video help website is all I need most likely, but if anyone else has suggestions keep em' coming! Especially if you know a free-ware version that works well.

TMPGEnc only encodes MPEG1 for free. MPEG2 is on trial only.
