They definitely don't like each other. Japan occupied Korea for around 35 years and the occupation was pretty oppressive, the Koreans and their resources were exploited solely for the benefit of Japan. The Koreans don't think the Japanese have adequately apologized or compensated them for this.

I think they are referring to the mutual hostility between South Korea/Japan and North Korea, but yeah, the phrasing is awkward.
And the basic idea of limiting nuclear risk isn't "nuclear weapons only for our pals." It's "nuclear weapons for as few powers as possible."
Every additional launch button raises the risk. There's a reason it was never US policy to give independent nukes to every NATO member, and it's a good thing the USSR felt the same way about the WP.

While I'm all for not for increasing the number of nuclear powers (because of the increasing complexity involved), I just think Saudi Arabia (which was also on the list Trump talked about) would be a far better country to showcase as a really bad idea to give nuclear weapons to. Plus, calling Japan and South Korea as hostile countries is, as was noted, kinda awkward. At least in the 21st century.

Politically, definitely Saudi Arabia would be a better choice. As a matter of nuclear proliferation risk...the risks from those countries are different, but Saudi Arabia is not necessarily a bigger risk overall. South Korea is much more likely to be involved in a war where its existence is on the line (with North Korea / China) than Saudi Arabia is, and in such a war South Korea might be tempted to use at least tactical nukes (at least directed at an army), which could have catastrophic consequences.
Of course, Saudi Arabia would have a higher risk of nukes or nuclear material getting stolen / proliferated to anti-American terrorist groups.

No, I'm implying that you try to lump all liberals and democrats into one group with one motivation, but balk when others try to do the same thing with republicans and/or conservatives (like the aforementioned cries of "all republicans are racist" that comes up every now and again from the more extremist folks).
