In Doc's defense, a group of Libyan militants tracking him down by the name on his truck in pre-internet days does seem like a bit of a stretch. Especially considering that I highly doubt he used his real name while tricking them into giving him plutonium in exchange for a shiny bomb casing full of used pinball machine parts. I would like to think Dr Emmet Brown was a smarter man than that considering he did build a working time machine out of a Delorean.

Apparently because they thought it was cool:

88 mph (142 km/h) was chosen as the time travel speed because it was easy to remember and looked "cool" on the speedometer. A custom speedometer was built to simulate 88 mph, as a 1979 law passed by then-President Jimmy Carter had limited speedometers to 85 mph to reduce speeding.
