Yup. That's a statue of Frank Rizzo, who as Philadelphia's Police Commissioner and then Mayor in the 1960s and 70s did everything he could to encourage police brutality, homophobia, and political race-baiting. He had no civic virtues of which I'm aware. He was basically Joe Arpaio when a Joe Arpaio was still untouchable, but he controlled the nation's fourth-largest city.
That statue is probably coming down soon. Are you a fan?

Be honest: if you're not from Philadelphia, had you even heard of Frank Rizzo before his statue became controversial yesterday and today?
The statue was funded by a private group composed of Rizzo's friends and political allies--it wasn't some kind of organic outgrowth of popular validation.
Ceremonial statues are a very interesting genre of art, but like all art, they reflect other conditions. They are not history in and by themselves. Instead, they indicate who is in a position to commission official statues, and they record how and what those people chose to celebrate.

Being politically active in the late 60's/early 70's , my friends and I were very aware of Rizzo (who we of course referred to as Ratso), and considered him an East Coast version of Mayor DaleyAlefroth wrote:

I still have my parents' 1950's high-school Mississippi history textbook. Its account of slavery makes it sound like a positive good. The War of the Rebellion was noble, and the KKK were about keeping law & order and resisting carpetbagger misrule.
