For me, it would have to me, in no particular order:
Master of Magic
Master of Orion II
SMAC
Imperialism II
Missionforce: Cyberstorm
X-Com
Jagged Alliance
M.A.X.
Warlords III: Darklords Rising
Emperor of the Fading Suns
Stars!
Fantasy General
The Operational Art of War Series
The Entire Talonsoft Campaign Series (East Front, West Front...)
Civlization II
Conquest of the New World
For pure hours played, it'd prolly have to be X-Com for me. I still pull it out and play it every once and a while. I can't say any other game that old still gets much play time except Darklands. MOO1/2, MoM, and SMAC all rate pretty high as well. For some reason, I never played the Heroes or AOW games a ton (by that I mean I put in *merely* 20 or 30 hours as opposed to the absolutely insane and embarrasing amount of time I played the games listed above).

Warlords 3: Darklords Rising. What a game. I haven't played it since forever, but I remember the addiction. I wasn't able to get it to run on my upgraded Comp as time passed. Damnit! What the hell happened to Warlords 4!?
Personal Favorites
X-Com
Heroes of Might and Magic 2 (Opera music for the win)
Age of Wonders: Shadow Magic (best of the AoW series)
Civ III (Only non-popcap game that my wife really got into)
Moo (Nostalgia factor plays very heavily)

(With Fallout 2 getting a nod as well)
Yes, some very good stuff indeed.

I remember having to change something about pointers. Did you try that? If PC Gaming were to ever die, I would definitely go back to Warlords 3: DLR a lot.

You need to start the program with the "-wincurs" option as the old DX3 cursors don't play nice with the updated HAL in Win2k/XP. Works fine though.
Warms my heart to see all the Warlords 3 love - it was a blast working on it, and I still play it periodically. I would have loved to work on Battlecry and 4, but the whole company getting bought thing moved Battlecry off to another division. I remember reading and re-reading the original Battlecry Design doc, contemplating test plans and strategies.
Black Lives definitely Matter Lorini!
Also: There are three ways to not tell the truth: lies, damned lies, and statistics.
Well, call me crazy but i re-installed Warlords 4 and felt enough of the Warlords magic to put a giddy smile on my face. I just love the atmosphere of the Warlords games. Damn, I would love to play Darklords Rising again!

I know I got it running well enough on my laptop, but I can't remember if I was running 98SE, 2000, or XP. I do remember I had to change the cursors option, though, so maybe it was 2000. If I take my laptop on my trip to Guam, I'll definitely be loading that onto it.

However
Stars! Absolutely brilliant turn based game (though really on the MP side not as a SP game)
Dominions 2 - Again great action - but for me again a MP pbem game over a SP game. Really impressive level of spells and options available to the gamer.
What both of these have over the vast majority of 'pbem' games is the ability to have a client host as the pbem server. Not a pass the parcel system which can tend to stutter as the turn is passed around.

OK having played SMAC for the last week - I love it! One of those games that looks incredibly simple but as you delve in becomes more and more complex. As i'm still in the i'm in love phase of a game it seems a bit unfair but SMAC shoots straight to the top of my list.
I'm not a fan of tactical combat games (Silent Storm was the only one I ever liked, and I hated it once the stupid Panzer People were introduced). I never had a use for X-Com.
