Colonists to refill boats: 18, should be at least two turns worth, I think.
Depending on cash on hand, the game ends this next round if EG or Q get the last large beige building and Q will be the governor. Irony being that no one will (probably) mayor if he can afford to build it and does, leaving both his big buildings without colonists. Will he have enough points without manning them? Will he let EG take the large building with the same gamble instead? Can chaosraven sneak in and steal it and man it with his university, which won't actually end the game?
Seeing as how CR has so few buildings, I may have overestimated his building power versus the VPs I believe he has. It's actually feeling like it could be anybody's game, though I haven't looked at how many bonus points each of all y'all are getting with large buildings.

That's a Game Ending Condition. However, gameplay continues until the Round is over.
