Action: Raise takes one of two prepositions, either "to" or "by." If you leave out the preoposition, I assume it's "by" (which is the same thing they assume in a live game. In the case that someone wants to use both (such as your quote above), the "Action: Raise by ###" portion supercedes the "... to ###" part, assuming they disagree.
