i was tasked with finding the boss a machine that would easily transfer DV tapes to either dvd or vhs media. he has begun to notice degradation from the constant rewinding he does with the tapes (he edits a lot of small films). i know it's possible to transfer to hd by way of capture card of firewire, but those take time to set up and monitor. they also take a long time to transfer data.
i've just started looking and was wondering if anyone had come across something like this before. thanks

There are such beasts out there, but as I recall, they were more designed to transfer older VHS tapes (not DV ones)...I can only direct you to the A/V articles about video transfer on Tom' Hardware Guide...it's been a while since I have seen the reviews for those (you may have to check the archived reviews). Sorry no linky, but I hope at least that helps.
And yes, DV->HD can be a pain, I do it sometimes. You almost NEED a dedicated HD for it, it must be constantly defragged (EVERY time before you xfer), etc etc.
