I would recommend using https://www.pirateship.com/. The rates through there will save you at least a couple dollars off what it would cost buying direct from USPS.

If you don't mind waiting, I think it might considered media rate at the post office. If has books or guides. A board is just a short book.

Indeed. There was a KS project a few years back that was sending their games via Media Mail to save money and they got into all kinds of trouble with the postal service.
Maybe next year, maybe no go
